Configuration of a mass number of Ubuntu machines is currently difficult, with no first class tools. This spec will choose such a tool and identify the work that needs to make a clean UI for such a tool.

Rationale

To continue to drive adoption of Ubuntu in larger deployments, first class tools for configuration are required.
