parse and compare the delta to network state determine which interfaces need to be restarted (e.g. down + up)
policy on restart, by default, do not down interface
if only new, no conflicting configuration is added, it can be applied
this is most useful for hotplug new nics, however, for reconfiguring existing      nics, this will require an override policy (force=true)
