When selecting a localized package during first boot the process should match requirements
- Validate that all language show "Installing Language" dialog at end of OEM-Config
- Validate that languages not included in the image warn user that additional steps will be required.
- Validate that languages can be added after OEM-Config completes through Administration Localization applet
