How is KDE translated upstream
The localization of upstream KDE applications and documentation is described and coordinated from the KDE localization website.
There you will find resources and information on how to translate KDE, how to join a translation team, translations statistics and much more. In addition, the KDE i18n mailing list is used for general coordination of the KDE internationalization and localization effort.
The KDE does not use a web translation frontend for their translations. Instead, translations (PO files, xml and docbook files, etc.) are made directly available at the KDE SVN repository, which you can access through the command line or through the web interface. Depending on the particular version you want to translate, you'll have to choose the right branch where to get the files from. Examples:

How to get in touch or join a KDE translation team
If you are interested in both translating Kubuntu and cooperating with upstream translations, we encourage to join or get in touch with your local KDE translation team in addition to your Ubuntu translation team.
You simply have to go to the list of KDE translation teams, find your team in the list and follow the instructions on how to join or contact them. If you cannot find a team for your language in the list, it might be a good opportunity to request the creation of one.
In addition, you can also subscribe to the general KDE i18n mailing list to be kept up to date with the latest developments and announcements in the KDE translations world.
How to contribute translations back to upstream
The general workflow for contributing translations back to upstream is the following

If you'd like to send the translations you've done in Launchpad back to the KDE project, the following lists will help you determine where to send those translations depending on the Ubuntu version you've been translating:
