UTF-8 in Ubuntu

Subsidiary tasks for the Hoary UTF-8 feature goal:

• Use UTF-8 locales by default in the installer
• Provide a tool for users to trivially switch existing systems to a UTF-8 locale (["UTFEightMigrationTool"])
• Hunt down and squash UTF-8 related bugs
