Developer/Membership Governance Process

I've raised this issue because I think it's important that the Ubuntu governance processes are not only applied, but are seen to be applied. Launchpad groups help with that. My personal view is that allowing people to become developers before members may cause a problem if they are made developers and their contribution is not yet sufficient for membership (this won't happy for community members, but it might arise with employed developers). A solution to this might be to make it clear that the process does not apply to employed developers. That in turn has the problem that Ubuntu might lose its (extremely valuable) community-centred reputation. So for that reason my personal preference would probably be that membership is required before upload rights are given, even if this may provoke a couple of weeks delay in some cases. (["mdke"])
