The soon to be released pacemaker 1.1.9 has improved performance for large clusters (up to 16 node clusters). However, this requires corosync 2.X. Upgrading would mean dropping the support for OCFS2 in Pacemaker/Corosync because OCFS upstream has not updated its code to support the changes that have been made on the corosync side.
