Can't upgrade to next release

1. The next release might be too new for a release-upgrade, meanwhile only fresh installation supported.
2. LTS won't auto upgrade to normal release by default.

To switch release, refer to the official Desktop documentation: how to switch between an LTS and interim release.

You can also use the -d option with do-release-upgrade to force an upgrade.
