Not in debian and not official in upstream CVS. It is evince source + a patch to remove dependency on gnome libs. For both technical and non-technical reasons is a different source package than evince.

MartinPitt: I really abhor introducing such code duplication. This should really become a multibuild source package which spits out both a gtk and a gnome frontend. However, it's still less evil than introducing an entirely new codebase into main for an XFCE PDF viewer.
