Jono Bacon: Smart Scopes Not Landing In 13.04, Will Land in 13.10

Jono Bacon reports that the dash team has withdrawn their Feature Freeze Exception (FFE) to allow further time for Smart Scopes to mature before including it as part of Ubuntu. Further time working on the user experience is expected to improve the quality enough for it to launch normally with 13.10.
